Modernizing NOAA’s Enterprise Data Stewardship Platform — Comprehensive Large Array-data Stewardship System (CLASS) Project

INNOVIM provided full-spectrum engineering and operations support for NOAA’s primary long-term environmental data archive — the Comprehensive Large Array-data Stewardship System (CLASS). As a mission-critical platform for NOAA, NASA, DoD, and international partners, CLASS stores over 24.5 petabytes of data across more than 1.2 billion files, serving users across the global scientific and operational communities.

Our responsibilities spanned from high-throughput data ingestion and processing to advanced cloud migration, system modernization, and 24/7 mission operation

Key Contributions

  • High-Speed Data Transfer & Processing
    Designed and implemented architecture capable of transferring and processing up to 100TB/day of satellite and environmental data from NOAA, NASA, DoD, and international sources.
  • Cloud Migration & Archive Optimization
    Planned and executed the secure migration of over 15PB of data and 700 million files to AWS GovCloud, retiring costly legacy infrastructure and enabling elastic scalability.
  • Infrastructure Modernization
    Architected and maintained multiple Virtual Private Clouds (VPCs) with automated infrastructure provisioning using AWS CloudFormation, supporting Dev, Test, and Production environments.
  • Hybrid Environment Operations
    Seamlessly integrated cloud-based and on-prem systems via unified change management and CI/CD pipelines, ensuring uninterrupted mission service delivery.
  • Continuity of Operations (COOP)
    Deployed the cloud-hosted CLASS environment as a fully capable COOP site, enhancing NOAA’s resilience against disruptions and data accessibility risks.
  • Advanced Monitoring & Automation
    Deployed monitoring and alerting using Nagios, OSSEC, and JIRA Dashboards for 24/7 system health, capacity, and fault reporting — enabling rapid incident response and proactive issue resolution.

NPP Data Exploitation (NDE)

INNOVIM supported the development of a scalable enterprise ground system to process, generate, and distribute weather products and climate products to NOAA customers using data from the next generation of polar-orbiting environmental satellites. Specifically, it delivered project management, testing, and systems verification services for the NDE 2.0 Work Assignment, including ingest and product generation functions.

NPP Data Exploitation (NDE) is an element of ESPDS-DEV that is responsible for developing and transitioning to operations the first ground system for ESPDS to ingest Suomi National Polar Orbiting Partnership (S-NPP) data from the NPP Ground System, generate tailored and NESDIS-Unique environmental products from instrument data, and distribute these products to authorized users. NDE 2.0 is the Ingest and Product Generation component of an ESPDS Enterprise system scheduled to transition to SNPP operations in November 2016.

INNOVIM provided Project Management and System Verification for this development (ESPDS-DEV), under subcontract to Solers. INNOVIM’s responsibilities cross all activities:
