Silver Spring, Md., October 2026. INNOVIM, LLC, an SBA-certified women-owned small business supporting NASA, NOAA and the Department of War since 2003, announced today that Stephen Maffey has joined the company as Vice President of Business Development. Stephen leads growth strategy, capture and proposal operations for INNOVIM and its defense subsidiary, INNOVIM Defense Services, LLC (IDS), across civil and defense agencies.
A record of winning work
Stephen joins INNOVIM from Amentum, where he was a founding member of a new growth and strategy function. He built that organization’s proposal team from one person to five, hiring and training staff in compliance, writing, pricing and color reviews, and led more than 30 on-contract growth proposals worth approximately $500 million on the Missile Defense Agency’s IRES contract. Every one of those proposals was awarded. He also led early capture on an Army command-and-control modernization pursuit, building the win plan and presenting the solution to the customer.
Before moving into growth, Stephen served as interim Contracts and Subcontracts Manager, leading a 14-person team and bringing six new teaming partners under subcontract, and led financial forecasting for a missile defense division. As a lead financial analyst, he analyzed cost and schedule performance on Department of Defense IT task orders valued at more than $170 million.
Service in uniform
Stephen served as a U.S. Army Field Artillery officer from 2017 to 2021, including as executive officer of an 80-person unit and as leader of a fire direction center, and trained a team for a combat deployment that returned with zero losses. He went on to serve as a Space Operations Officer in the U.S. Army Reserve, leading space intelligence analysts who integrated space capabilities into multi-domain operations.
That combination of operational experience, contracts and pricing discipline, and proposal leadership fits the missions INNOVIM supports, from missile defense and space operations to NASA science and NOAA satellite and weather programs.
Education and credentials
Stephen holds an MBA from the Kelley School of Business at Indiana University and a B.S. in Business Administration (Finance) from Colorado State University. He is a certified Project Management Professional (PMP) and Financial Modeling & Valuation Analyst (FMVA).
“Stephen has built proposal teams that win, and he understands our customers’ missions from his own time in uniform. As INNOVIM grows across NASA, NOAA and the Department of War, he brings the capture discipline to compete for larger and more complex work. We are glad to have him on the team.”
