Silver Spring, Md., November 2026. INNOVIM, LLC, an SBA-certified women-owned small business supporting NASA, NOAA and the Department of War since 2003, announced today that Joseph “JC” Mitock has joined the company as Chief Operating Officer. JC leads operations for INNOVIM and its defense subsidiary, INNOVIM Defense Services, LLC (IDS), including program execution, contracts, finance and the business systems that support a growing federal portfolio.
Two decades running complex federal programs
JC joins INNOVIM from Amentum, where he served as Director of the Enterprise Management Office for a $345 million-a-year division supporting the Missile Defense Agency. He oversaw contracts, supply chain, subcontracts, finance and growth for the division, and designed an enterprise planning framework that brought finance, supply chain, program planning and operations into a single view for leadership.
Earlier on the same program, he led the business team through a Defense Contract Management Agency purchasing system review to full certification, and cut month-end revenue forecast variance from $7 million to under $200,000 in four months.
Supporting NASA through Artemis I
As Director of Business Operations at NASA’s Kennedy Space Center, JC ran procurement, finance, pricing and prime contract management for the $2 billion Test and Operations Support Contract, which supports ground processing and launch operations for the Space Launch System, Orion and the International Space Station. He negotiated a contract extension with NASA in 45 days and designed a retention program that kept 90 percent of the critical staff needed to launch, land and recover the Artemis I mission.
Capture, cost and program controls
Earlier in his career, JC served as an executive capture manager on aerospace and defense pursuits valued from $1 billion to $5 billion, and led the winning capture of the $1.4 billion Idaho Cleanup Project recompete. He also co-led the transition of Canada’s national nuclear laboratories to a government-owned, contractor-operated model under a $9 billion, 10-year contract. There, he stood up an Earned Value Management System that won full customer acceptance within 18 months.
That experience in program execution, contracts and financial discipline supports the missions INNOVIM serves, from missile defense and space operations to NASA science and NOAA satellite and weather programs.
Education and credentials
JC is a graduate of the U.S. Naval Academy, where he earned a B.S. in Chemistry, and holds an M.S. in Chemistry from Washington State University. He is a certified Project Management Professional (PMP).
“JC has run the business side of programs where execution is not optional, from missile defense to Artemis I. As INNOVIM takes on larger and more complex work, he brings the operational discipline our programs, our people and our customers count on. We are glad to welcome him to the team.”
