Silver Spring, MD – INNOVIM, LLC has been awarded a contract by the National Oceanic and Atmospheric Administration (NOAA) Office of Oceanic and Atmospheric Research (OAR) to provide Shared Services Coordination Services in support of OAR’s enterprise administrative modernization initiative. The order (1333MJ26F0017) was issued under contract 1305M425D0010 as a 100 percent small business set-aside.
About the Work
NOAA OAR is standing up a Shared Services program that consolidates administrative functions across the organization and moves service requests onto new ticketing portals. Multiple internal teams are writing the standard operating procedures and defining the requirements that will drive those portals. INNOVIM was selected to capture, compile, and format that body of process knowledge so it transfers cleanly to the portal development teams.
Under this award, the INNOVIM team will:
- Attend OAR administrative team working sessions and record the procedural detail, decisions, and action items that emerge from them
- Compile Standard Operating Procedures that document each administrative workflow precisely enough for developers to build against, formatted to a single standard template across the program
- Produce a Portal Requirements Document that translates administrative need into actionable system requirements and maps user workflows to ticketing system capabilities
- Coordinate across administrative teams to surface and resolve procedural discrepancies before they reach the developers
- Work directly with the portal development team to troubleshoot implementation questions and supply the supplementary guidance needed for accurate system configuration
- Develop step-by-step user instructions so OAR staff can navigate the new shared services platform from day one
Deliverables include the SOP package, the Portal Requirements Document, weekly meeting summaries, and monthly status reports, all submitted to the Contracting Officer’s Representative. Performance is measured against a Performance Requirements Summary with defined acceptable quality levels for meeting coverage, documentation accuracy, requirements clarity, cross-team coordination, and on-time delivery.

Enterprise service portals succeed or fail on the quality of the requirements behind them. When procedures live in the heads of the people who run them, developers build to guesswork and users inherit a system that does not match how the work is actually done. This effort puts a disciplined documentation and coordination layer between OAR’s subject matter experts and its developers, so the portals launch against a verified, consistent, and complete picture of the administrative processes they are meant to automate.
